The friendship between the Chinese and Russian peoples has a long-standing history, and the collaboration between Hubei Province and Russia in the field of laser technology is built on a strong foundation. Since 2007, Wuhan·China Optics Valley Laser Industry Association and Russia Laser Association have signed a strategic cooperation agreement. In the first half of each year, the Association will organize members to participate in the Moscow Photonics Exhibition and jointly hold the China-Russia Laser Technology and Industry High-level Forum.

On March 24, 2023, amidst the chilly spring rain in St. Petersburg, the YOEC delegation arrived in the first stop of its visit to Russia - Saint Petersburg Laser Technology Company (LaserTex Company), filled with enthusiasm and anticipation. It is a modern high-tech manufacturer specializing in laser processing for laser engineering and material handling; it focuses on providing a wide range of services to customers, working on modern laser processing equipment, and solving a variety of technical problems. LaserTex has strong technical strength and in-depth cooperation with ITMO University, providing internship opportunities for school students and cultivating laser reserve talents. There is also a R&D base mainly engaged in the research of future development technology.

At the beginning of the meeting, Mr. SMIRNOV SERGEI, General Manager of Saint Petersburg Laser Technology Company, conveyed the friendly feeling of the Russian people and introduced the background and history of cooperation between Russia and China. Every year, thousands of Chinese come to work and live in St. Petersburg, dozens of people join the nationality of Russia, and China People's Industry Association has been established locally. LaserTex has established close cooperation with China for over 10 years, and we look forward to further cooperation in more fields during the delegation's trip.

Dr. Lian Zhenggang spoke on behalf of YOEC, and introduced the company's main business and development history to everyone. YOEC has set sail in China's beautiful Optical Valley and has been deeply engaged in the optic fiber coil industry for more than ten years. Centering on the industrial strategy of "5+1 focusing on concentric circles", it has successively established a number of subsidiaries to realize a complete supporting micro-industry chain. It has a number of core technologies and invention patents, and was successfully listed on the Science and Technology Innovation Board in December 2022. In 2023, the company focuses on diversification and internationalization. As an important industrial field in diversification, YOEC has cooperated with well-known laser enterprises such as Raycus and IPG, and sincerely hopes to establish contact and cooperation with laser companies in Russia. YOEC's independently produced and developed square cores, multi-cores, large core diameters and active optic fibers have broad market space and prospects in the laser field. The person in charge of LaserTex expressed great interest on the spot. With the recommendation of the Provincial Science and Technology Department and the local science and technology association, the two sides will conduct more in-depth exchanges and cooperation. We believe that under the guideline of the national "Belt and Road" development strategy, with the guidance and policy support of the government, the market and business development of YOEC in Russia will be further improved.

Representatives from outstanding enterprises, government technology service centers, and municipal science and technology associations of the delegation jointly promoted the signing of contracts with Saint Petersburg Laser Technology Company. Representatives of laser enterprises in the same industry, including Wuhan Huagong Image Technology & Development Co., Ltd., Gzlasertech, Wuhan Huirui Zhixiang Technology Co., Ltd., Anshan Optoelectronics Industry Association, Guangdong Laser Industry Association, and others, gave speeches and introduced the basic situation and main business of their respective companies, hoping to take this opportunity to establish a cooperation framework.

In recent years, the optoelectronics industry in St. Petersburg has developed rapidly. Vigorously developing production and technology in the field of optoelectronics is of great significance to the development of the optoelectronics field and laser industry in northwest Russia and all Russia. In the face of the current international situation and the existing foundation of China-Russia cooperation in Hubei Province, the Department of Science and Technology of Hubei Province entrusted the China-Russia Exchange Center and the Laser Industry Association of Optics Valley to lead a delegation of more than 20 people from Hubei Province to build an international cooperation ecosystem integrating talent training, basic research, engineering verification, achievement transformation, and market development in the laser industry. This aims to promote in-depth cooperation between Hubei Province and Russia in the laser field, support the sustainable development of many laser enterprises in Wuhan China Optics Valley, and quickly catch up with the technical level of Europe and the United States. China and Russia join hands for a promising future.
